报告摘要：The theory of Dirichlet characters is an important subject in number theory. Almost 100 years have passed since the fundamental work of G. Polya and I. M. Vinogradov, and there were very few essential improvements as Burgess's method. However, the past decade has seen some promising changes, partly due to the introducing of new ideas and tools. In this talk, we shall present some old and new results of character sums from a personal point of view. Some arithmetical applications will also be included.
